Summary:
The Chattanooga Area Regional Transportation Authority (CARTA) is seeking a talented and experienced Graphic Designer to join our Marketing & Communications team. This creative professional will lead the development of compelling visual content that communicates CARTA’s mission, brand, and services to the public and stakeholders. The ideal candidate brings a strong command of graphic design, web design, and video production with the ability to work across print, digital, and social media platforms.
Essential Duties & Responsibilities:
- Conceptualize, design, and produce high-quality visual materials including brochures, signage, social media graphics, presentations, advertisements, and marketing collateral.
- Design and maintain CARTA’s public-facing web content, ensuring brand consistency, accessibility standards (WCAG 2.1), and an optimal user experience.
- Plan, shoot, edit, and produce video content for digital platforms, including promotional videos, service announcements, rider tutorials, and internal communications.
- Manage the full video production workflow from pre-production (scripting, storyboarding) through post-production (editing, color grading, audio mixing, captioning).
- Maintain and evolve CARTA’s visual brand identity across all communications channels, both internal and external.
- Collaborate closely with the Director of Communications and other departments to translate organizational goals into effective visual storytelling.
- Manage multiple concurrent projects, prioritizing tasks and meeting deadlines in a fast-paced public-sector environment.
- Source and manage photo, video, and creative assets including a digital asset library.
- Prepare press-ready files and coordinate with print vendors and external media partners.
- Stay current with design trends, accessibility requirements, and emerging digital media technologies.
- Assist in campaign strategy, content planning, and creative direction for CARTA initiatives.
- Perform other duties as assigned by management.
Qualifications:
- Bachelor’s or Associate’s degree in Graphic Design, Visual Communications, Digital Media, or a closely related field; or equivalent combination of education and experience.
- Minimum of 5 years of professional graphic design experience, with a portfolio demonstrating breadth across print, digital, and video.
- Proficiency in Adobe Creative Suite, including Photoshop, Illustrator, InDesign, Premiere Pro, and After Effects.
- Demonstrated experience in web design and familiarity with CMS platforms (e.g., WordPress, Drupal) and basic HTML/CSS.
- Proven video production and editing experience, including shooting, editing, color correction, and audio mixing.
- Strong understanding of typography, layout, color theory, and visual hierarchy.
- Experience working within established brand guidelines and managing brand consistency.
- Excellent communication and interpersonal skills with the ability to take direction and provide creative input.
- Strong organizational skills with the ability to manage multiple projects and deadlines simultaneously.
Preferred Qualifications:
- Experience working in government, transit, transportation, or public-sector communication a plus.
- Familiarity with digital advertising platforms (Google Ads, Meta, programmatic display).
- Experience with motion graphics and animation.
- Knowledge of ADA/WCAG accessibility standards for digital content a plus.
- Bilingual (English/Spanish) is a plus.

Work Environment & Physical Requirements:
- Primarily office-based with occasional on-site shoots at CARTA facilities, transit stations, and community events.
- Must be able to work standard business hours; occasional evenings or weekends may be required for event coverage.
- Valid Tennessee driver’s license or willingness to use public transportation required for field assignments.
