Human Resources Manager
Department: Human Resources
Reports To: Chief of Staff
FLSA Status: Exempt
POSITION STATEMENT
The Human Resources Manager will lead the Human Resources department at CARTA, ensuring compliance with all federal, state, and local employment laws, and overseeing talent acquisition, retention, benefits, and HR leadership. The ideal candidate will be well-versed in FTA regulations, Drug-Free Workplace regulations, and testing policies as per the Drug-Free Workplace Act of 1988. Certification from SHRM, PHR, or HRCI is required.
KEY RESPONSIBILITIES
Talent and Acquisition:
- Develop and implement recruitment strategies to attract top talent.
- Oversee onboarding and orientation programs to ensure a smooth transition for new hires.
- Create and manage employee retention programs to maintain a motivated and engaged workforce.
Benefits Administration:
- Administer employee benefits programs, including health insurance, retirement plans, and other ancillary benefits.
- Ensure compliance with all relevant regulations and policies.
Compliance:
- Ensure compliance with federal, state, and local employment laws, including FMLA, workers’ compensation, ADA accommodations, and wage analysis.
- Maintain knowledge of FTA regulations and ensure the organization adheres to these requirements.
- Oversee the Drug-Free Workplace program, including testing policies and compliance with the Drug-Free Workplace Act of 1988.
- Ensure precision and completeness in HR record-keeping and documentation.
HR Leadership:
- Provide guidance and support to the HR team and other department managers.
- Develop and implement HR policies and procedures.
- Conduct employee performance reviews and develop professional development plans.
- Address and resolve employee relations issues.
- Foster a workplace environment that reflects and promotes the company’s core values.
Compensation and Wage Analysis:
- Conduct wage analysis and ensure competitive compensation packages.
- Develop and maintain salary structures and pay policies.
QUALIFICATIONS
Education & Certification:
- Bachelor’s degree in Human Resources, Business Administration, or a related field.
- SHRM, PHR, or HRCI certification is required.
Experience:
- Minimum of 5 years of experience in Human Resources management, preferably in a transportation or public sector environment.
- Strong knowledge of FTA regulations and Drug-Free Workplace policies.
Skills & Abilities:
- Excellent knowledge of employment laws and HR best practices.
- Strong leadership and management skills.
- Excellent communication and interpersonal skills.
- Ability to handle confidential information with discretion.
- Proficient in HR software and Microsoft Office Suite.
WORK ENVIRONMENT
- This position is onsite and may require occasional travel for training or conferences.
